L-3 Telemetry-East has designed and developed a wide variety of aircraft flight test products ranging from simple encoder/transmitter systems to large scale master/remote Data Acquisition Systems (DAS). These systems have been used by virtually every large aircraft contractor on commercial programs, and by aerospace contractors and government agencies on critical military programs.

Missile and Launch Vehicle Test
L-3 Telemetry-East has provided, and continues to provide, products and systems to the major U.S. and foreign aerospace companies and government agencies involved in missile and launch vehicle testing. Missile programs such as Tomahawk, Stinger, Trident, and THAAD, to name a few, use L-3 Telemetry-East transmitters, encoders, signal conditioning, and data acquisition systems.
Precision Munitions Test
L-3 Telemetry-East has developed a unique, modular product consisting of a PCM encoder and S-Band transmitter used in projectile test applications. These units can be modified to accommodate virtually any requirement and can be physically repackaged to meet a wide variety of form factors, depending on installation needs.
Telemetry Ground Equipment
L-3 Telemetry-East manufactures a wide variety of telemetry ground equipment, including receivers, complete computer-controlled ground stations, and a wide variety of support products servicing the range telemetry, space data, signal intelligence, and satellite Telemetry, Tracking and Control (TT&C) communities. These products include configurations suitable for rack mount, modules for VME chassis and PC applications, and complete turnkey installations.

Marc LienardPresidentMarc Lienard is President of L-3’s Global Network Solutions and Telemetry-East businesses. Mr. Lienard has more than 20 years of experience leading strategic business development and customer-focused organizations. Prior to joining L-3, he held numerous aerospace leadership positions with Thomson-CSF, Honeywell International and, most recently, Fairchild Controls Corporation, a subsidiary of EADS. Mr. Lienard holds a Master’s of Business Administration and a Bachelor of Business Administration from the University of Miami and a finance degree from Université René Descartes in Paris, France.

Robert G. Holland, PhDVice President of EngineeringDr. Holland has served as Vice President of Engineering of L-3 Telemetry-East since September 2009. Prior to joining L-3 Telemetry-East in 2009, Dr. Holland has a 25-year career in engineering in defense and commercial communication firms. He served as Vice President of Product Development at Ulticom, Chief Engineer and Director at L-3 Communications Systems East, as well as numerous technical and management positions of increasing responsibility. Dr. Holland holds a Bachelor’s of Science degree in Electrical Engineering from Rutgers University, a Master’s of Science degree in Electrical Engineering from Villanova University, a Master’s of Science degree in System Engineering from the University of Pennsylvania, and a Doctorate in Electrical Engineering from the University of Pennsylvania.

Terry HamiltonVice President of Ground & Telecommunications ProductsTerry Hamilton joined L-3 Telemetry-East in 2007 to manage the Ground Products line and in 2008 expanded into managing the Telecom Products line. Prior to joining L-3, he was a Director of New Business Development for the Goodrich Intelligence Surveillance and Reconnaissance (ISR) Products Group. Prior to Goodrich, Mr. Hamilton worked for a division of European Aeronautic Defense and Space Company (EADS) in which he had more than 20 years of experience managing Business Development, Program Management, Product Assurance and Operations Engineering. Mr. Hamilton holds a Bachelor’s of Science degree in Computer Science from Potomac College and an Executive MS in Technology Management from the University of Maryland.

Justin C. WexlerSenior Director of Finance & CFOJustin Wexler has been Senior Director & CFO of L-3 Telemetry-East since April 2012. He joined L-3 Telemetry-East in 2003. Prior to Mr. Wexler's appointment as CFO, he served in several financial management positions, including Senior Manager of Business Operations and Director of Finance. Mr. Wexler holds a holds a Master’s of Business Administration with a concentration in Finance from La Salle University and Bachelor’s of Science degree in Industrial and Manufacturing Engineering from Pennsylvania State University.

Kevin M. FossVice President of OperationsKevin Foss has served as Vice President of Operations of L-3 Telemetry-East since August of 2010. Prior to his appointment as Vice President, Mr. Foss held the positions of Director of Operations and Manufacturing Manager following his lead role in the merger of Microdyne Receivers into the Bristol division. Prior to joining L-3 in 2001, Mr. Foss had a 15-year career in operations management in defense avionics, where he implemented automated PCB manufacturing and test and enterprise-wide supply chain management. He has worked at Smiths Industries and Base Ten Systems, Inc. L-3 Telemetry-East has realized drastic improvements in on-time delivery, RMA cycle-time reduction, manufacturing efficiencies and overall business execution excellence under Mr. Foss’ direction

Pat DeFrancescoDirector of QualityPat DeFrancesco has been Director of Quality Assurance since February 2007. He has more than 20 years of quality and engineering experience in the aerospace industry. Mr. DeFrancesco has several certifications relating to quality which include Six Sigma, AS9100 quality systems, IPC and he is a member of the American Society for Quality. He is responsible for the AS9100 certified quality management system and all other aspects of quality at L-3 Telemetry-East. Pat holds a degree in Electrical Engineering Technology.

Doug CridlandDirector of Program ManagementDoug Cridland is Director of Program Management at L-3 Telemetry-East. Prior to his current role, Mr. Cridland was a Business Development Director and a Program Manager for L-3 Telemetry-East. Prior to joining L-3 in 2004, Mr. Cridland was a Product Line Manager at JDS Uniphase. Mr. Cridland holds a Master’s of Business Administration from La Salle University and a Bachelor's degree in Engineering Physics from Stevens Institute of Technology.
